        1. Verify that the Repository capabilities are shown.
        2. Verify that capabilities relating to the book tool are shown.
        3. Verify that no capabilities for forum, quiz, assign, or any other plugins are shown.

      Description

      All the repository capabilities declare themselves as 'contextlevel' => CONTEXT_MODULE, which means that they should be overridable at that context level. However, they are not returned by context_module::get_capabilities, so they don't show up in the UI.
