sortable_list.js does not work in IE11 on windows 10 and breaks other JS

      Drag and drop does not respond in this browser. It does work in other browsers like Edge, chrome and firefox.

      Use the testing instructions from MDL-63875. When previewing the questions in IE11, the question can't be answered because none of the answers can be dragged.

      The error message (below) makes it clear this is coming from sortable_list.js, which was added in MDL-63625
