Fix URL in Moodle logo of data export HTML file

      Prerequisites

      Have a test site with an admin user, and at least one other user.

      1. Log in as admin.
      2. (Optional for stables) Go to "Site administration / Users / Privacy and policies / Data registry"
      3. (Optional for stables) Set a site-level category and purpose.
      4. Go to "Site administration / Users / Privacy and policies / Data requests"
      5. Click "New request", select the non-admin user in the search, and choose "Export..." type. Click "Save changes".
      6. (No need for master) Run cron on your site.
      7. (No need for master) Reload the Data requests page.
      8. On the request row, click Action > Approve.
      9. Re-run site cron.
      10. Refresh the Data requests page again.
      11. On the request row, click Action > Download, to download the zip file.
      12. On your computer, extract the zip file somewhere.
      13. Open the extracted folder, then open the  .html file in your web browser.
      14. CONFIRM the page loads.
      15. Click on the Moodle icon at the top left.
      16. CONFIRM the moodle.org site loads, without any SSL errors etc.

    Description

      The logo links to "https://www.moodle.org", when it should link to "https://moodle.org". Since the www subdomain is not supposed to be used, its SSL is improperly configured, so anyone clicking the link would receive a security warning page.
