Messaging: Search updates don't return non-contact users unless a conversation exists

      CI Covers the new search method, this is just a test to make sure the old deprecated method has been restored to its former glory.

      1. Make sure you have a site with a range of users set up
      2. Go to the legacy search page (message/index.php) as any user type
      3. Make sure you're on the contacts tab and type 'a' or 'e' or 'i' in the search field
      4. Verify you see a bunch of users come up in the results.

      Description

      This was introduced by MDL-63282. Beforehand, non contacts would be returned, regardless, but now, we don't get any unless a conversation exists. This is a problem because the search results are what allow us to create conversations with people. If we don't see users, then we can't init a conversation. This needs to be fixed.
