Wrong mouse hover effects in user menu in Boost

      1. Test in Boost
      2. Log into Moodle 3.5.3.
      3. Hover mouse over user menu profile link (top right).
      4. Confirm the cursor changes to the pointing finger icon.

      1. Log into Moodle 3.5.3 (I'm using Build: 20181112) with Boost theme
      2. Hover mouse over user menu profile link (top right) - cursor changes to insert text icon instead of the pointing finger icon; (the text link color changes to some darker blue, though this probably is OK upon checking back in 3.5.2)
      3. Hover mouse over user menu's dropdown icon (top right) - cursor resets to the default pointer arrow instead of the pointing finger.

      The problem concerns Boost only; Clean behaves OK.
