      1. Enable $CFG->messagingallusers on your site.
      2. Log in as one user on one browser.
      3. Log in as another user in another browser.
      4. As the first user search for the second user under contacts and add them.
      5. As the second user accept the contact request.
      6. Confirm the contact is shown for both users.

      Description

      The web service data_for_messagearea_get_contacts was deprecated but is still used in the new UI introduced in MDL-63303.

      This issue will be to add a new webservice to replace it, and also deprecate the old get_contacts webservice which will no longer be used by mobile for 3.6.

      The reason I propose a new web service is because the data_for_messagearea prefix is misleading.
