Outcomes page is not properly styled

      Note: Test in Clean and Boost.

      1. As Admin, make sure you have Outcomes enabled in your site under Administration → Advanced features.
      2. As Admin, under Administration → Grades → Outcomes add a standard outcome.
      3. As Admin, visit a course, go to Grades and then click on the Outcomes tab.
      4. Confirm that the "Add" and "Remove" are styled consistently with other default buttons in Moodle.
      5. Confirm that the multiple select elements in the outcomes page are styled consistently with other default multiple select elements in Moodle. (The Groups page might be a nice reference for this)

      3. In a course, as editing teacher, in your course, go to Grades → Grade administration → Outcomes.

      WHAT YOU EXPECTED
      The buttons "◀ Add" and "▶ Remove" are styled like any other button. Additionally, you would probably expect "Remove ▶".

      WHAT ACTUALLY HAPPENS
      The buttons "◀ Add" and "▶ Remove" are styled otherwise. 

      In Clean theme, the buttons do look okay.
