[MDL-64314] Update Insights notification defaults to notify users using the web interface - Moodle Tracker

Testing Instructions:

Install a new site (updating an old site will not show the new defaults).

Go to message/defaultoutputs.php and search for "Insights"

You SHOULD see "Online" and "Offline" ticked in "Web" column, and "Offline" ticked in "Email" column.

Execute the following query and verify that no results are returned: select * from mdl_message_providers where name = 'insights' and capability = 'moodle/analytics:listinsights';

Please use Phpmyadmin or some other application to run the sql query.

You may need to replace the mdl_ prefix by your $CFG->prefix value. The default is mdl_

Insights are sent by email by default. Web notifications should be enabled by default, regardless of being online/offline.
