TEST : Check the content of the theme/upgrade.txt and make sure it contains the paragraph describing the new "standard_after_main_region_html" callback / hookpoint.

It seems there is a new feature in the theme layout files resulting in messaging not working for sites using a custom theme when they upgrade to Moodle 3.6.

It would be helpful for info to be added to theme/upgrade.txt.
