Steps to reproduce

1. Log in as admin
2. Go to Administration > Advanced features
3. Set "Allow site-wide messaging" to no (uncheck it)
4. Browse a list of users, start messaging with some
5. Click the three-dots icon in upper right corner of the messaging UI, and then Info
6. Click the blue button "Add to contacts" and confirm it

Expected behaviour: Contact request sent

Actual behaviour: Error appears: "You are unable to create a contact request for this user"
