Drag and drop questions do not display drop zones if group numbers are not used consecutively

      Drag-drop onto image

      1. Create a new drag-drop onto image question.
      2. Set the question name to "MDL-64479 ddtoimage" and the question text to "Complete the blank"
      3. Create two dragable items, type text, "Right" and "Wrong". Set them both to belong to Group 2.
      4. Create a drop zone with right answer "Right"
      5. Save the question.
      6. Preview it.
      7. Verify that you can answer the question.

      1. Create a new drag-drop into text question
      2. Set the question name to "MDL-64479 ddtotext" and the question text to "Complete the blank [[1]]"
      3. Create two dragable items, type text, "Right" and "Wrong". Set them both to belong to Group 2.
      4. Create a drop zone with right answer "Right"
      5. Save the question.
      6. Preview it.
      7. Verify that you can answer the question.

      Description

      After upgrading to Moodle 3.6, drag-drop onto image questions do not work unless they use group numbers in order starting from 1. See screen grabs for what the failures look like.

      Steps to reproduce:

      1. Create a new drad-drop onto image question.
      2. Set the question naem to MDL-64479 and the question text to "Complete the blank"
      3. Create two dragable items, type text, "Handle" and "Spanner". Set them both to belong to Group 2.
      4. Create a drop zone with right answer "Handle"
      5. Save the question.
      6. Preview it.

      Expected result: the question works.
      Acutal result: no drop zones appear on the image.

      Note: there are no error messages in the JavaScript console.
