Messaging and Notifications contain links with empty href

      Login to the course page. move mouse over these links and verify the mouse cursor changes to an "I can click this" one. Click the links and make sure they work (do something!).

      Description

      The notifications button, messaging button and many navigation links within the messaging drawer contain href="#" because they execute javascript when they are clicked, but it is wanted for them to look "clickable" (mouse cursor etc).

      We should have a generic CSS way to do this without relying on a link with a fake href.
