This is a followup as part of the discussion into MDL-32096, the UX team recommended updating pages where we display a long table to also have additional pagination abilities if none exists. 

The suggestions were to have 

1. A standard pagination bar
2. A number of items per page dropdown
3. Total number of items viewable

This would need to be covered across the board e.g. in participants, report completion.
