Coding error on learning plan competencies page.

      1. Go to Site administration / Competencies / Competency frameworks
      2. Create a competency framework and one competency
        1. https://docs.moodle.org/37/en/admin/tool/lp/competencyframeworks
      3. Go to a course competencies page and add the competency from the framework to the course
        1. https://docs.moodle.org/37/en/admin/tool/lp/coursecompetencies
      4. Go to Site administration / Competencies / Learning plan templates
      5. Create a new learning plan template
        1. https://docs.moodle.org/37/en/admin/tool/lp/learningplans
      6. Add the competency to the learning plan template
      7. Go back to Site administration / Competencies / Learning plan templates
      8. Click on the new template
      9. Verify you do not see an error like "Notice: Undefined property: stdClass::$category"
