Add support for attaching course competencies to quiz questions, as we wish to display a report to teachers about each of their students failing to gain proficiency with specific competencies when failing specific questions that are related to each other, in a quiz.

We have also developed a "Follow up activity suggestion" wizard the recommend to teachers what follow up resources and activities can help improve student's understanding and proficiency after they "failed competencies" that were attached to questions in that quiz, so we can enable specific students (using Restrict Access) to be engaged with future activities and resources (following the quiz) that can help them better understand those competencies they failed to understand.
