Rename the existing capability moodle/course:isincompletionreports to moodle/course:istrackeduser

      With MDL-64898, the existing capability moodle/course:isincompletionreports will also disable the progress bar for teachers on the Dashboard. It might then make sense to rename this capability to something like moodle/course:istrackeduser and change the description to "This user will be tracked by course completion".
