Determine setup of dark navbar for Classic theme

      1. Login as Admin
      2. Navigate to Site Administration -> Appearance -> Themes ->Theme Selector
      3. Choose the Classic theme
      4. navigate to Site Administration -> Appearance -> Themes -> Classic
      5. Check the "Use a dark style navbar" option
      6. Save changes and reload the page ( you might need to do this twice)
      7. Verify the navbar is now a dark shade.

      The dark navbar has insufficient contrast (fails WCAG). There are a few different approaches we can take, depending how we want custom business colours to work, and the style defaults.
