Determine navigation item icon use

      1. Login as admin
      2. Navigate to Site Administration > Appearance > Theme Selector
      3. Select Classic as your default theme
      4. Save changes
      5. Navigate to your dashboard
      6. In the navigation menu open the "Site Pages" section
      7. Verify all items listed in "Site Pages" are prefixed with an icon

      The clean theme applied a default icon next to each item in the navigation block that did not have one defined, which has been omitted in the Classic theme.

      Though the indent defines the level, the separation of long link names may be unclear to users without an icon identifying each new item.

      We need to determine whether to add an icon, and if so, add the icon.
