Login as admin

Create a competency framework

Add multiple competencies to the framework

Create a course if you haven't done so already.

Visit the course.

Click on the 'Competencies' link to the left.

Add a competency to the course (do not refresh the page).

Click on the name of the competency (the link in the grey background area).

Verify you are not taken to a page that does not exist.

After adding a competency to a course, if you click on ant competency before reloading the page - the url will not exist.

It looks like it is rendering the page without the base url in the template context.
