Improve scrolling in starred courses block

      This is a follow-up of MDL-64376 where the scrolling in the recently accessed courses block has been changed / improved. Unfortunately, the changes from MDL-64376 were not applied to the starred courses block, that's why both blocks behave now inconsistently.

      I would like to propose to apply the changes from MDL-64376 to the starred courses block as well.
