Movemine permission being ignored

      I originally detailed the problems I'm having on the General Help forum (https://moodle.org/mod/forum/discuss.php?d=384520) in case someone could identify that I was just doing something wrong – since nobody has explained that I'm just misunderstanding the permission, I'm assuming this is a bug.

      While trying to set up a shared question bank, I'm giving some teachers an additional role 'question viewer', which is designed to let them see questions in a common area (system) and be able to duplicate the question, move it to a relevant course and then edit from there if necessary. So the role is defined to have the permissions question:add, question:editmine, question:movemine and question:viewall. I can create new questions (pr duplicate existing questions) from the system area as expected, but cannot move any questions, even my own, to any other context. The UI elements for moving selected questions don't even appear as shown in the screenshots in the linked forum post. If I change the permissions such that the role has question:moveall, then I can move all questions as expected.

      I've attached screenshots showing how I have the permissions set for the question viewer role and what I see in the question bank where I would expect to be able to move the questions.

      Expected: question:movemine allows me to move questions if they have been created by my account to another context. Questions created by other users can't be moved.

      Actual: Cannot move any questions, my own or others.
