Registration-update should not block access to site admin pages

      Description

      I just upgraded a test server (with a database copied from our production moodle system) to moodle version 3.5.5.  Immediately after I find that access to any site page, including admin pages, is blocked by a page for "Update registration on Moodle.net" (/admin/registration/index.php). This is wrong. First, this is a test server and I do not wish to push any registration info specific to it. Secondly, this registration update should not be mandatory in any case.  There should be a way to dismiss it and come back to it another time; but I can't seem to do that.

      Also, because my test server is behind a firewall and not accessible from the internet at large, if I go ahead with the registration-update it fails anyway.
