Improve quiz submission navigation experience for both quiz navigation methods

      Description

      Problem statements:

      1. When a quiz activity's navigation method is set to 'sequential', the final page of questions displays a 'Finish attempt' button on the main screen, and displays a 'Finish attempt' link on the quiz navigation block. Once clicked, users are directed the 'Summary of attempt' page that has two buttons 'Return to attempt' and 'Submit all and finish'. When clicking the 'Return to attempt' button, users can go back and make changes to only the last page of questions. Because the activity is sequential, they cannot navigate further back, which is confusing. It doesn't make sense that they can go back one page, since they cannot go back to previous pages during the attempt itself. It also doesn't make sense that they can see a summary, since they cannot navigate back to make changes (except for the final page of questions).
      2. When a quiz activity's navigation method is set to 'free', the final page of questions displays a button and link labelled 'Finish attempt'. This is confusing because the next screen shown is the 'Summary of attempt' page.
      3. When a quiz activity's navigation method is set to 'free', on the 'Summary of attempt' page, there's a 'Finish attempt' link shown in the quiz navigation block. This is redundant, since the 'Summary of attempt' page is the target for that link and that is the page shown.
      4. When a quiz activity's navigation method is set to 'free', on the 'Summary of attempt' page, there's a 'Return to attempt' button. When the button is pressed, the user is taken to final page of questions (and can then press the 'Previous page' button on that page to go further back into the quiz). This is confusing, because with the name 'Return to attempt', the user expects to be taken to the first page of the attempt.

      Possible solutions (corresponding to the above problems):

      1. When a quiz activity's navigation method is set to 'sequential', on the final page of questions, replace the 'Finish attempt' button and link with a button and link labelled 'Submit and finish' with that behaviour (i.e. change the target page so that it bypasses the 'Summary of attempt' page, and goes to the review page etc). Alternatively, on the 'Summary of attempt' page, remove the 'Return to attempt' button.
      2. When a quiz activity's navigation method is set to 'free', on the final page of questions displays, rename the 'Finish attempt' button and link as 'View summary'.
      3. When a quiz activity's navigation method is set to 'free', on the 'Summary of attempt' page, remove the 'Finish attempt' link from the block, and add links to the same two options shown in the summary area: 'Return to attempt' and 'Submit all and finish'
