As admin go to Site administration>Courses>Custom fields

Make sure there are no fields and categories (or remove everything and refresh)

Create a category

Without refreshing the page try to edit its name, it should work

Add some fields

Make sure you can drag&drop fields to change the order

Add more categories

Make sure you can drag&drop both fields and categories to change the order

This only happens for the first category. When it is added the quick edit link (pencil) does not work
