When using "Login as", the private conversations part of the messaging pane always displays the message "Your messages are temporarily unavailable due to upgrades in the messaging infrastructure. Please wait for them to be migrated."

Cron does not clear this message, there is no way to make it go away. The AJAX call looks fine - it returns no "error" and an empty conversation list. This looks to be a JS problem.

This happens on a clean install of Moodle 3.7 (not upgrade related).
