Clicking on forum post's permalink shows an out-of-bounds selection box

      Test

      1. Log in as admin
      2. Create a course with a forum activity
      3. Create a discussion in the forum activity
      4. Add a lot of replies to the discussion, enough that they won't all fit on one page (you can shrink the size of the browser window if you like)
      5. View the discussion in "Display replies in nested forum" mode
      6. Click the "Permalink" link on the second post
      7. CONFIRM that the browser window scrolls the selected post to the top of the screen but not under the nav bar
      8. CONFIRM that the focus outline is neatly around the post and there is no large space between the top of the post and the outline (e.g. like the attached screenshot-1.png)
      9. Use either the tab key or the up/down arrows to move focus between the posts
      10. CONFIRM that the focus outline neatly wraps the post (as described in step 8)
      11. Repeat steps 9 and 10 for the other discussion display modes except for the threaded display mode

      Description

      1. Create a forum discussion post.
      2. Click on the permalink.
      3. Check the selection box
      4. Expected: The selection box should only cover the post.
      5. Actual: It is oversized and overlaps with the other forum posts.
