Guest users have empty action menus.

      Unit test provided.

      Prerequisites:

      1. Navigate to Site administration => Users => Permissions => User policies
        1. Enable "Auto-login for guests"
      2. Create a course
        1. Enable the guest enrolment mechanism
        2. Create a forum activity and a discussion within the course
        3. Lock the discussion
      3. Create a site level forum with a discussion.

      Testing instructions:

      Case 1: Site level forum

      1. Login as an admin
      2. Go to the site level forum
      3. Click the "Permalink" icon for the discussion
        1. confirm you can see the settings action menu on the top right AND the subscription button.
      4. Click the link for "Site announcements" in the breadcrumb
        1. confirm you can see the action menu and subscription icon on the right most column
        2. confirm you can see the lock icon for the discussion
      5. Logout and navigate to the site level forum
      6. Go to the site level forum
      7. Click the "Permalink" icon for the discussion
        1. confirm you cannot see the settings action menu on the top
      8. Click the link for "Site announcements" in the breadcrumb
        1. confirm you cannot see the action menu on the right most column
        2. confirm you can see the lock icon for the discussion

      Case 2: A forum within a course

      1. Login as an admin
      2. Go to the course forum activity page
      3. When on the discussion list page:
        1. confirm you can see the action menu and subscription icon on the right most column
        2. confirm you can see the lock icon for the discussion
      4. When within the discussion:
        1. confirm you can see the settings action menu on the top right AND the subscription button.
      5. Logout and navigate to the course.
      6. Go to the forum activity
      7. When on the discussion list page:
      8. confirm you cannot see the action menu on the right most column
        1. confirm you can see the lock icon for the discussion
      9. When within the discussion:
        1. confirm you cannot see the settings action menu on the top

      In Moodle 3.7 the Guest user gets the icon for the action menu used to star forum posts, this menu however is empty. 

      The menu should not display if there is no contents to display to the user/ guest user
