Quiz: A time limited quiz doesn't seem to honour the 'when time expires' setting of 'autoabandon'.

This was originally reported on MDLQA-13383:

I had autosave (quiz setting) set to 10 seconds, and I had a quiz time limit of 20 seconds. If I entered the value 'cats and dogs' in the question text area with 5 seconds to go, and did nothing else, the review stage lists that value as the submitted value. The teacher also sees this as a submitted value. I too had the "When time expires" setting set to "Attempts must be submitted before time expires, or they are not counted". The questions I used where short answer and essay, and the result was the same.

This appears to be the same as when the "When time expires" setting is set to 'autosubmit'.

Surely, given the above settings, an attempt which is not actively submitted by the student should not be counted?
