Moodle web upgrade jumps down, then up

    Description

      To reproduce:

      • Install some old moodle version (say 3.5.x).
      • Upgrade via web to current 3.7beta. And pay attention to the browser!
      • A good number of components will be upgraded, with everything (names and times shown using notifications).
      • When it ends... the page is auto-scrolled bottom, to the <<continue> button (correct).
      • But immediately after that, the page is auto-scrolled top, to the very first notification in the page (incorrect).

      So, at the end... you need to scroll down manually to press the <<continue>> button. Ideally the 2nd jump shouldn't happen.

      Verified in 3.7 but maybe also exits in other branches.
