Assignment Grade function does not work properly in IE 11

      Environment:

      1. It should be run in as many supported browsers as possible. At least:
        • Google Chrome
        • MS Edge
        • Mozilla Firefox
        • Internet explorer
      2. Ghostscript. If it's not installed, you can execute the following commands from the console:

        $ apt-get update
        $ apt-get install ghostscript

      Testing instructions:

      1. Login as admin.
      2. Access to "Site administration / Server / System paths", set "Path to ghostscript" to '/usr/bin/gs' or the corresponding to your environment and Save changes.
      3. Check a green check is displayed near the "Path to ghostscript" field.
      4. Access to "Site administration / Plugins / Activity modules / Assignment / Feedback plugins / Annotate PDF" and check "Annotate PDF" feedback plugin is enabled.
      5. Create 2 students.
      6. Create a course.
      7. Create an assignment with Annotate PDF feedback ticked.
      8. Enrol students into the course.
      9. Login as the first student and submit a submission.
      10. Login as the second student and submit a submission.
      11. Login as a teacher (admin) and grade submission.
      12. Confirm, that the grading app opens correctly.
      13. Confirm, that the navigation between students correctly updates the URL.
      14. Confirm, that you can add annotations (comment, stamp, highlighting, lines) and successfully save changes.

    Description

      When using Internet Explorer 11 to access the Assignment Grade function the grade, comment, and feedback textboxes are not displayed.  These are displayed when using other browsers (Edge, Chrome, etc.)

      Steps to reproduce:

      1. Login to Moodle site as a teacher using IE 11.  
      2. Navigate to a course with at least one assignment.  Click the "Grade" button.
      3. The student and naviagion bar at the top will be displayed, and the throbber will spin, but no content will be rendered.
      4. Repeat steps #1-3 using another browser.  Everything should work properly.
