Requirements:

Moodle site with at least 1 policy enabled (https://docs.moodle.org/37/en/Policies#Enabling_the_policies_tool)

Email based self enrolment enabled

Testing steps:

Ensure you are signed out of the Moodle site

go to /login/index.php

Click 'Create new account'

Select 'Next' on the policy

You should see a screen with an alert stating 'Before continuing you need to acknowledge all these policies.'

Click on the inline link that contains the name of your policy

Check that only one modal pops up

Check that the guest consent modal still pops up

Description

On the "CONSENT Please agree to the following policies" page (https://www.yoursite.com/admin/tool/policy/index.php) that shows for the new user all policies one after another, any policy will be displayed twice in modal window if you click on policy link "Please refer to the full SomePolicyLink policy if you would like to review the text".

In my picture the second modal window is tinged with yellow and is below the one in the foreground.
