Add full highlight to Moodle 3.7 sections

      Please add a feature to highlight an entire section in Moodle 3.7.  In Moodle 3.6 and the Clean theme this is how sections were highlighted.  This wouldn't necessarily have to be the default, but having this option available for teachers would allow both them and students to more easily identify the current section (this would be especially helpful for those with any sort of vision problem).
