Forum and discussion pages profile links go to users' full profiles rather than their course profiles

      1. Log in as admin
      2. Create a course and enrol 2 users (user1 & user2) into it.
      3. Create a forum in the course.
      4. Log in as user1 and post something in the forum
      5. Log in as user2 and visit the forum
      6. Check the link from the name of user1 to its profile on the forum page
      7. Verify that the link is to /user/view.php?id=x&course=y where x is the id of user1 and y is the id of the course.
      8. Go into the discussion page.
      9. Check the link from the name of user1 to its profile on the forum page
      10. Verify that the link is to /user/view.php?id=x&course=y where x is the id of user1 and y is the id of the course.

      Steps to reproduce:

      1. Create a forum and post in it.
      2. Check the link from your name to your profile both on the forum page and on the discussion page.

      Expected result: The link goes to your course profile page /user/view.php?id=x&course=y (as in Moodle 3.6)

      Actual result: The link goes to your full profile page /user/profile.php?id=x

      By default only admins and managers can view full profiles.
