Category recycle bin link isn't always listed in Boost

      The following steps are covered by behat:

      • Go to Site Administration > Courses > Manage courses and categories
      • Create a new category "Cat A"
      • Create a new course "Course A" inside category "Cat A"
      • Click on the edit menu of the category "Cat A"
      • Make sure there is no "Recycle bin" option
      • Delete course "Course A"
      • Click on the edit menu of the category "Cat A"
      • Make sure there is "Recycle bin" option
      • Go to Site administration > Plugins > Admin tools > Recycle bin
      • Disable the authohide option
      • Go to Site Administration > Courses > Manage courses and categories
      • Create another category "Cat B"
      • Click on the edit menu of the category "Cat B"
      • Make sure there is "Recycle bin" option
      • Click on the edit menu of the category "Cat A"
      • Click the "Recycle bin" option
      • Empty the recycle bin
      • Go to Site Administration > Courses > Manage courses and categories
      • Click on the edit menu of the category "Cat A"
      • Make sure there is "Recycle bin" option

      In the following screenshot there is no link to get to the recycle bin

      However, you can on this page.

      The issue - getting to that page on a vanilla install with default settings is difficult (or even impossible cause I can't discover it).
