Telugu Glossary alphabet links not working

      In Telugu language, the alphabet in the glossary activity are not links per letter, but one link for all the letters of the Telugu alphabet.

      There might be a secondary problem with the sorting of words in Telugu, but that can't be tested at the moment, since the links are not working.

      How to reproduce:

      • Create a glossary and switch language to Telugu.
      • You can add a few entries, like the following letters: క     కా   కి - they are all variants of క    and should sort under that letter if the links work.
      • Try to click on a letter in the alphabet. You will notice that the links are not separate per letter as it should be, but one big link, which apparently doesn't do anything
