It's possible to send an empty message to course participants

      1. Login as admin
      2. Create a course
      3. Enrol yourself as a student
      4. From the participants list, select your account
      5. Select With selected users... > Send message
      6. Without entering any message content, press Send message to 1 person
      7. Confirm you see error "Please enter message text"
      8. Enter some message text
      9. Press Send message to 1 person
      10. Confirm you see the message "Message sent to 1 person"
      11. Open messaging drawer
      12. Confirm you received the message
      13. Check your browser console, confirm there are no exceptions regarding "Notification is not defined"

      1. Messaging enabled
      2. Outgoing email setup (e.g. you may opt to set up Mailcatcher or Mailhog) (Optional)
      Test
      1. Log in as a teacher in a course.
      2. Go to the course participants page.
      3. Select one or more users.
      4. Under "With selected users..." choose "Send a message"
      5. Leave the text field blank and press send the message.
      6. Expected: You should not be able to send an empty message.
      7. Actual: Empty message is being sent.
