      Description

      MDL-25504 has introduced support for drag&drop file uploads in courses with immediate file resource creation. The insert position is limited to the end of a section.

      From a UX standpoint, this can be improved: users may like to create a file resource between two specific other resources or activities in a course, and not necessarily at the end of a section. For now, users have to move resources after inserting them, which costs effort, time, and nerves.

      The insert marker should follow the hovering drag icon/mouse pointer.

      Such an improvement will also fix another problem related to drag&drop uploads into courses: when inserting into a long section, users do not get any optical feedback about the drag&drop operation in progress if the bottom of the section is not visible (scrolled outside the viewport) while dragging the new item over it.
