Look into adding a function in course lib to calculate the course start date per user so that the activities can use it for their relative date calculations.

Acceptance criteria

• Returns the student's course start date calculated as follows
  • If the student is enrolled before the course start then return the course start date
  • otherwise return the students enrollment start date
• Proof of concept function
• Used by an activity
• Identify any areas that need UX input
