"Add a new course" link should be visible to Course Creators

In MDL-62334 the "Add a new course" link was added for Admins and those with the category:manage capability. This should be extended to course creators as they would find this link the most useful, rather than managers/administrators.

This request is to add the moodle/course:create capability to the "Add a new course" link.
