A new event when a schedule task has been updated

    Description

      Sometime a site has a several administrators that can change a schedule of the schedule tasks. There is no way no to tell when and who changed (e.g. rescheduled) a task.

       Would be good to have a new event in the core. Something like core\event\schedule_task_updated
