Checkbox disappears for disabled messaging notification settings (regression)

      1. Login as admin
      2. Click the message drawer icon
      3. Click the cog icon in the message drawer
      4. verify you see a toggle switch before the "Email" notification preference
      5. verify you see a toggle switch before the "Use enter to send" notification preference
      6. verify you can toggle both preferences
      7. Toggle both preferences on
      8. Reload the page
      9. Navigate back to the message drawer prefences
      10. verify the toggles are still on
      11. Toggle both preference off
      12. Navigate back to the message drawer prefences
      13. verify the toggles are still off

      Checkbox for disabled user messaging notification settings is not visible anymore. I think this is a MDL-64887 regression.

      Discovered while running new behat tests built on MDL-65620.

      Steps to reproduce:

      1. As admin check that site messaging system is enabled
      2. Open user's messaging drawer
      3. Click on the cog to see their messaging settings.
      4. Disable "Use enter to send" option
      5. Checkbox for "User enter to send" option is not visible anymore
