      Create a basic skeleton for the H5P integration

      • Create new core_component
        • Entry in lib/components.json
        • Added as a subsystem.
      • Create DB tables
      • Move H5P library module to core libraries
        • Propose location be lib/h5p
      • Create a readme_moodle.txt file with the version of the library that we have included and how to import a new version.
      • Add the library details to thirdpartylibs.xml
      • Add lang/en/h5p.php for language strings.
