      Description

Currently every criteria's weight is equal and a score between criteria is not consistence.

      Improvements:

      1. Ability to add weight for every criteria at rubric manager area.
      2. Total weight between all criteria must be 100%.
      3. Display criteria's weight for a user (teacher).
      4. Require user to include 10 & 0 points for every criteria (that must be default values as well).
