Non-graded (formative) items showing up in GB

As a teacher I need to be able to easily make an activity non-gradable.

Teachers should be able to specify easily which activities appear in the gradebook and which don't. Currently if you want to set a formative quiz, you have to set the max grade to zero. All forums with ratings are included in the gradebook, so courses with lots of forums have gradebooks which require a lot of scrolling.
