Display ID number and tags in the question bank UI

      1. Import the attached Moodle XML file into the question bank of a new test course (assuming that MDL-66801 has been fixed).
      2. After import, you should be on the question-bank view for imported category.
      3. Expand the 'Select a category' drop-down menu at the top, so you can check how the choices are displayed.
      4. Verify the choices are 'Category 1 [catidnumber] (4)', 'Category 2' and 'Category 3 [0]'.
      5. Now switch to the 'Categories' tab of the question bank UI.
      6. Verify that the idnumber is shown after the category name for categories with an idnumber. (See attached screeng grab for expected styling.)
      7. Click on the name of 'Category 1' to go back to the question list.
      8. Verify that the question 'Question with tags' has the tags shown in the question bank view.
      9. Verify that the question 'Question with idnumber' has the idnumber shown in the question bank view.
      10. Verify that the question 'Question with both' has the idnumber and tags shown in the question bank view. (Again, expected styling in the attached screen-grab.)
      11. Verify re-size the browser window, and verify that things are resized appropriately.
      12. Now go back to the course page, and turn editing on.
      13. Add a new quiz.
      14. Go to the 'Edit quiz' page for the new quiz.
      15. Choose 'Add -> From question bank'.
      16. Verify that the tags and idnumber are visible here too..
      17. Verify that in the file config-dist.php in the Moodle code, the explanation of the settings questionbankcolumns makes sense.

      Description

      Questions can have idnumbers and tags to help organise them and use them in various ways (e.g. Quiz random questions selected by tag, or https://moodle.org/plugins/filter_embedquestion which uses idnumbers.)

      However, these things are not visible in the question bank UI, which means it is hard to organise your questions.

      This issue is to add display of both to the UI that lists questions and categories.
