This just covers display of a rubric. We need:

1. template to show a rubric based on a known structure
2. JS to handle setting of the rubric values
3. WS to fetch the current structure of the rubric (criterion, levels, etc.)

This does not cover:

1. fetching current values
2. saving anything

Those will be covered in a separate issue
