Add an example csv file for bulk uploading of users.

Ideally this would be done on a fresh install with no students, but a system that doesn't have users with the username of student1, student2, and student3 will suffice. Go to 'Site administration > Users > Accounts > Upload users'. Click on the help icon next the the "Upload users" title. Check that there is a link at the bottom of the help dialogue that says "More help". Click the link. Check that you are redirected to a help page about Uploading users. Return back to the upload user page of your moodle site. Check that there is a download available for an example csv file called 'example.csv'. Download this file. Upload it in the file section of the same page. Check that you successfully make your way to the preview page. Click Upload users. Go to 'Site administration > Users > Accounts > Browse list of users' Check that the users have been uploaded and are present in the list.
