Report plugins should be able to backup and restore data in activity module contexts

      This can be tested using the report_embedquestion plugin I am working on. That can be done with the following commands in the root of your Moodle workspace:

      git clone https://github.com/moodleou/moodle-filter_embedquestion.git filter/embedquestion/
      		 
      git clone -b backup-restore https://github.com/moodleou/moodle-report_embedquestion.git report/embedquestion/
      		 
      php admin/tool/phpunit/cli/init.php
      		 
      vendor/bin/phpunit --testsuite report_embedquestion_testsuite

      I need this for developing report_embedquestion (https://github.com/moodleou/moodle-report_embedquestion).

      Report can be linked to activities, as well as to courses, so if they are going to participate in backup, they should have the option to do so at the module connection point.
