Improve forum settings menus for single discussion forum type

      While working on MDL-66479 I noticed that for the single discussion forum type we render 2 sets of settings, the ones for the module and the ones for the user (subscription toggles, view settings etc).

      We should probably merge those into a single settings drawer.
