It would be beneficial to some users if custom licenses could be added in addition to those shipped with the core Moodle installation, while still maintaining the integrity of the core licenses.

I propose the following features as a part of this improvement:

• Add the ability to create a custom license;
• Add the ability to remove a custom license;
• Prevent removal of core licenses.

These features will all reside in the /admin/settings.php?section=managelicenses page of a Moodle instance.
